Raphael Callou holds the position of General Director of Culture at the Organization of Ibero-American States for Education, Science and Culture (OEI). He is a political scientist and was a fellow of the Canadian Bureau for International Education and the U.S. Bureau of Educational and Cultural Affairs. He served for six years as Director and Representative of the OEI in Brazil, a period during which he also led the Rio Art Museum (MAR), under the Organization's management. During that time, he worked on developing the Brazilian Creative Industries Market (MicBR) and creating the virtual creative economy school coliga.digital, in cooperation with the Roberto Marinho Foundation.
