Born in Mexico City on May 4, 1945. He holds a degree in Economics from UNAM, with doctoral studies at the École des Hautes Études en Sciences Sociales in Paris, France.
At the Ministry of the Interior, he held the position of Director of the Political Documentation Center. At the Ministry of Foreign Affairs, he served as Counselor and Minister at the Mexican Embassies in Germany and France; Consul General of Mexico in Berlin; General Director of Protocol; Ambassador of Mexico to Hungary; and General Director of Educational and Cultural Cooperation. At CONACULTA, he held the positions of Technical Secretary, Executive Secretary of FONCA, and General Director of International Affairs - also at the Ministry of Culture.He has collaborated with the magazines Arqueología Mexicana, Biblioteca de México, Revista de Administración Pública, Revista Mexicana de Política Exterior, and Voices of Mexico. He is the author of various texts on cultural politics and diplomacy, heritage, and Mexican history.
From November 2019 to August 2025, he served as Ambassador of Mexico to Turkey/Türkiye, concurrent with Georgia, Kazakhstan, and Turkmenistan.
