Coordinator of the Ibero-American Cultural Space at the Ibero-American General Secretariat (SEGIB), where he coordinates the 14 Ibero-American Cultural Cooperation Programs. Promoter of MONDIACULT and coordinator of the UNESCO study on culture and development in Latin America (2019).
He was rapporteur for the VI IFACCA World Summit on Culture and received an Honorary Doctorate from the Mexican Doctoral Cloister in 2014. He has served as General Director of Legislative Liaison at CONACULTA, Technical Secretary of the Culture Commission of the Federal District, and promoter of cultural legislation in Mexico, including the Law for the Promotion of Books and Reading. In 2003, he collaborated with the UN on the diagnosis of cultural rights in Mexico. He is a member of the Advisory Council of the Center for Mexican Studies at UNAM and a guest lecturer at the University of Barcelona. He works as a cultural policy advisor in Latin America and as an international conference speaker. He served as an official at the Mexican Embassy in Costa Rica and in cultural areas of IMSS and Mexico City boroughs. He has also been a theater producer and was recognized among the 100 most influential Latinos in Madrid.
