Lorena Larios Rodr\u00edguez is a Mexican diplomat with the rank of Ambassador.
On September 22, 2022, within the framework of the Foreign Ministers' meeting of the twenty-two member countries of SEGIB held at the United Nations headquarters in New York, she was appointed by consensus as Secretary for Ibero-American Cooperation.<\/p>\n\n\n\n
Prior to her election, she held the position of Consul General of Mexico in Shanghai, People's Republic of China (2018-2022).
In her diplomatic career abroad, she served as responsible for European Parliament affairs (2001-2005) and later as Head of Chancellery (2016-2018) at Mexico's Mission to the European Institutions in Brussels, Belgium. She was also responsible for Foreign Policy and Human Rights at the Embassy of Mexico in the United States of America (2008-2011). In her early career, Lorena Larios was coordinator of migrant services at the Consulate General of Mexico in Dallas, Texas (1999-2001).<\/p>\n\n\n\n
Throughout her career, she has assumed responsibilities in the multilateral sphere and international cooperation as Advisor to the UN Secretary-General's High-Level Panel for the Post-2015 Development Agenda, now the 2030 Agenda for Sustainable Development, and in units in charge of UN Specialized Agencies; Global Issues; as well as Human Rights and Democracy. She has also worked in units responsible for Mexico's bilateral relations with Europe, Asia, and Africa.<\/p>\n\n\n\n
She holds a Law degree from the Autonomous University of Guadalajara and has Master's studies in Foreign Policy from the Center for International Relations and Strategic Studies in Brussels, Belgium. She studied Public Administration at the National Institute of Public Administration in Guadalajara, Mexico, and has a Specialization in International Law from the College of Law at American University in Washington, D.C., United States. Among others, she has completed Diplomatic Studies at the Mat\u00edas Romero Institute of Mexico's Ministry of Foreign Affairs, European Integration studies at the College of Europe in Bruges, Belgium, and Development and G20 studies at KDIS in Seoul, Republic of Korea.<\/p>\n\n\n\n
Secretary for Ibero-American Cooperation Lorena Larios has participated as a delegate in multiple international Conferences and Forums and has been decorated with the Order of Isabella the Catholic by the Government of Spain.
