He is a political scientist and was a fellow of the Canadian Bureau for International Education and the U.S. Bureau of Educational and Cultural Affairs. He served for six years as Director and Representative of the OEI in Brazil, a period during which he also led the Rio Art Museum (MAR), under the Organization's management.
